Columbus citizens now have more opportunities to interact with police officers and a clearer voice in solving problems in their neighborhoods under a new policing philosophy adopted in 1995.
Mission Aligned Policing Philosophy (M.A.P.P.) combines the necessary elements of traditional policing with the interactive benefits of community-oriented policing to create a more responsive and efficient law enforcement agency. This philosophy, based on a partnership with the community, aims to reduce crime and the fear of crime by focusing on street-level criminal activity, community concerns, and hand-in-hand problem solving.
The Strategic Response Bureau, developed to carry out the philosophy and goals of M.A.P.P. and to ensure appropriate police response to specific community concerns, has four main functions: Community Liaison, Enforcement, Investigative, and Criminal Information. Each of these functions serves to coordinate the mission of merging traditional policing with community-oriented policing to create a more responsive and efficient law enforcement agency. Some of the positions in this new bureau are funded by the federal COPS AHEAD grant for community policing.
Some of the changes implemented include redrawing of patrol districts along the lines of traditional neighborhood boundaries to take advantage of the existing lines of communication in established communities. Creation of the Strategic Response Bureau is the other major facet of implementing community policing in Columbus.
Currently, 68 officers, eight sergeants, four lieutenants, one commander and a nine-person civilian support staff comprise the Strategic Response Bureau. Each precinct has a Community Liaison officer. These officers work with citizens to decrease crime in neighborhoods and will also provide educational opportunities related to crime prevention, neighborhood blockwatches, and personal safety. Additionally, officers share information with patrol officers, other members of the Columbus Division of Police, and law enforcement agencies at the city, state and federal levels.
